Annel Delgado earned her Law Degree from the Autonomous University of Baja California (UABC), Mexico, and has specialized experience in Consular Law and International Humanitarian Law, including studies at American University Washington College of Law in Washington, D.C.

She brings more than 10 years of experience working with the Consulate General of Mexico in Los Angeles and the Consulate of Mexico in Santa Ana, California, where she worked in the Consular Protection Department, assisting members of the Mexican and immigrant communities with consular matters and documentation.

She also served as a legal advisor for Mi Casa es Puebla, Los Angeles, an organization dedicated to supporting the Puebla immigrant community in Southern California.

What is an apostille and why do I need it to use my documents in Mexico or the U.S.?

An apostille is an official certification that verifies the authenticity of a document issued in one country so it can be legally recognized in another. If you have U.S. documents that need to be presented in Mexico — or vice versa — an apostille is required.

Without it, no public or private institution will accept your document.

How does a power of attorney work from the U.S. and what is it used for?

A power of attorney allows you to appoint a trusted person in Mexico or anywhere in South America to act on your behalf legally — including buying or selling property, handling legal procedures, collecting inheritances, representing you in court, or opening, managing, or closing bank accounts, among other actions.

You can complete this process from the U.S. without traveling to Mexico — you only need to sign the required documents. The power of attorney is then apostilled and becomes valid for use in any Mexican or Latin American institution.

My birth certificate has errors — can I correct them without going to Mexico?

Yes. Errors in birth certificates — such as misspelled names, incorrect dates, or missing information — are among the most common issues that can block dual citizenship, inheritance, or property-related processes.
